Early precursors to the current racialized crisis of mass incarceration can be seen in this related document, a report from the New Jersey State Prison to the State Legislature in 1820. In that year, 7.2% of the state of New Jersey was African American or Black, yet Black and African American prisoners represented 24% of the total population incarcerated in the state prison, more than three times their proportion in the state population at large.
