Circa 1970
The Rutgers University board of Governors, led by President Mason Gross, gave full departmental status to various African, Afro-American, and Black studies programs at Rutgers College, Livingston College, and Newark College of Arts and Sciences. The University also recommended setting up a council for Higher Education in the nearby city of Newark, and drug education programs for both Newark and New Brunswick.
